Hayat Brown conducted a market and land use analysis for underutilized parcels adjacent to NRG Park, the home of NRG Stadium and the Houston Rodeo facilities. Our recommendations focused on creating a complementary sports and recreation district that would strengthen community access to athletic facilities, expand programming options, and enhance year-round site activation around the existing professional sports venue.

Chester, PA

Client: Philadelphia Union

Subaru Park, home stadium of Philadelphia’s Major League Soccer team, the Philadelphia Union, is situated on the Delaware River waterfront just south of the Commodore Barry Bridge. The stadium, which features the first zero landfill construction in the MLS, seats more than 18,000 fans, with provisions for expanding the seating areas when necessary. The stadium is the anchor for a planned $500 million revitalization project along the Delaware River in Chester, PA. Pennoni was the lead consulting engineering firm and provided geotechnical, site design, landscape architecture, structural, and MEP services for the stadium.

Washington, DC

Client: Office of the Deputy Mayor for Planning and Economic Development (DMPED) and ASM Global

As part of the ASM Global team, Hayat Brown supported the District of Columbia’s effort to redevelop the decommissioned RFK Stadium and roughly 174 acres of adjacent land, helping the District evaluate redevelopment scenarios that included the potential for a new Washington Commanders stadium. Hayat Brown contributed public-private partnership (P3) structuring and mixed-use real estate analysis, delivering market benchmarks, preliminary mixed-use valuation, and ground-lease/development scenario financials, along with fiscal impact inputs estimating potential new property and sales tax revenues. Hayat Brown also assessed infrastructure conditions and needs (access, utilities, parking, amenities), identified funding and financing sources and preliminary transaction structures, and supported stakeholder engagement and approvals/permits planning, culminating in a comprehensive financial and infrastructure framework to inform the District’s negotiations.

Philadelphia, PA

Client: Philadelphia Phillies

The Philadelphia Phillies began their 2004 season in a new home, Citizens Bank Park. The $350 million stadium is a one million-sf facility with a natural grass and dirt playing field and seating for nearly 44,000 spectators. The stadium’s amenities include the Phillies’ front offices, parking for 9,000 cars, Hall of Fame attractions, retail spaces, and restaurant and concession stands featuring a number of Philadelphia-style food options. Pennoni worked directly with the Phillies and Architect Ewing Cole on the facility at the former warehouse site at 11th Street and Pattison Avenue. Initial services included site boundary, and topographic and utilities surveys for the 100-acre site north of Pattison Avenue.

Pennoni site engineers used the surveys for preparation of demolition plans and specification for the removal of existing buildings on 10th Street, and for the relocation of utilities within 10th Street. Site design services included preparation of site improvements for the 20-acre ballpark and 80-acre parking lots, as well as working with geotechnical engineers and sports turf designers for developing site-specific construction details for subgrade preparation, grading, drainage, and groundwater de-watering for the natural turf playing field. Pennoni also provided civil and mechanical/electrical engineering services for the new pumping station that would continuously pump groundwater from the site since the new ball field was constructed below natural groundwater surface elevations, as well as pump rainwater from the playing field and the lower seating bowl.

Washington, DC

Client: Office of the Deputy Mayor for Planning and Economic Development (DMPED) and ASM Global

The District of Columbia is exploring the redevelopment of the decommissioned RFK Stadium and adjacent land into a sports-anchored mixed-use commercial development, including the relocation of the Washington Commanders to the stadium site. On behalf of the Office of the Deputy Mayor for Planning and Economic Development (DMPED), Hayat Brown provides transportation engineering services, developing traffic and transportation infrastructure options to support the new stadium and surrounding commercial mixed-use development. Services included comprehensive market analysis and financial modeling to evaluate the feasibility of the proposed development, preliminary traffic and infrastructure design support, and transportation engineering focused on roadway and infrastructure options for the redeveloped site.

ForgeDC developed an early concept for improved traffic flows around the proposed stadium site. Key ideation included support for two-way traffic flow around the stadium itself with additional access improvements to and from major arterials.  ForgeDC also developed an early animation and digital twin simulating the traffic movements.

Client: The District Department of Transportation (DDOT)

Under the DC PLUG Program IDIQ, Hayat Brown serves as both prime design and prime construction management consultant in Washington, DC, supporting DDOT and PEPCO's citywide underground electrical resiliency initiative valued at $500M across all feeders. Work spans Wards 3, 4, 5, 7, and 8.

As Prime Design Consultant, Hayat Brown provides design services, including designing new underground electrical distribution feeders, roadway rehabilitation, permitting coordination, preparing special provisions, cost estimate, and systems integration.

As Prime Construction Management Consultant, Hayat Brown delivers construction management and inspection services, including utility duct bank and manhole inspection, construction oversight, quality assurance and quality control, schedule and cost monitoring, commissioning services, and community engagement throughout construction.

Philadelphia, PA

Client: Pennsylvania Department of Transportation (PennDOT)

Pennoni served as the prime consultant and Engineer of Record for the $419M, 11.5-acre I-95 Central Access Philadelphia (CAP) project at Penn’s Landing—reconnecting Center City neighborhoods to the Delaware River waterfront with a new cap park, multimodal connections, and an iconic pedestrian bridge extension. In addition to leading design across roadway, traffic, bridge, utilities, and site disciplines and supporting environmental clearance and permitting, Pennoni and PFX Studios produced state-of-the-art 3D models and a highly detailed digital twin used throughout public involvement. These immersive visuals helped stakeholders understand the full scope of improvements—from trails, signals, and transit/bike/pedestrian features to key amenities and contextual impacts—building clarity and support for this transformational waterfront project.

Washington, DC

Client: The District Department of Transportation (DDOT)

A pedestrian bridge across the Anacostia River is needed to provide direct pedestrian and bicycle access to the Anacostia Riverwalk Trail and the National Arboretum. The anticipated bridge design is a 390-foot, four-span structure with a 75’-120’-120’-75’ span arrangement spanning over the existing seawalls on both sides of the river. An anticipated bridge width of 14-feet is expected to allow for two-way bicycle traffic with a buffer to accommodate pedestrians and bystanders on the bridge. The design of the bridge will be completed in consultation with the DC HPO and will undergo review by the Commission of Fine Arts and the National Capital Planning Commission. This is essential so that the bridge design reduces potential, adverse impacts to the cultural landscapes and the view shed of the vicinity.

Client: Howard University

Since 2015, Hayat Brown has served as Howard University's real estate advisor, program manager, and construction management partner for a $2.5 billion campus redevelopment program encompassing approximately 3.5 million square feet of new and modernized facilities. The program includes the Howard University Hospital Academic Medical Center Redevelopment, The Parks at Walter Reed Medical Facilities Renovations, and the Wonder Plaza Mixed-Use Development and many others, structured through innovative public-private partnerships, ground leases, and concession agreements. Services provided include real estate advisory and transaction services, market and economic analysis, financial modeling under various delivery models, program management and scheduling, design management, construction management and cost control, commissioning and systems integration, stakeholder coordination, and development of competitive solicitation documents and RFP processes.

Moore County, NC

Client: North Carolina Department of Transportation (NCDOT)

Pennoni supported NCDOT’s Pinehurst traffic circle improvement effort by creating an immersive, real-world visualization of how the roundabout would operate during the anticipated traffic surge for the 2029 U.S. Open at the historic Pinehurst Resort golf club. Working with NCDOT’s Public Involvement, Community Studies & Visualization (PICSViz) team, Pennoni leveraged Unreal Engine and Cesium to transform the client-provided Vissim traffic model and design geometry (developed by others) into an interactive digital twin. The result showcased realistic traffic movement, travel routes, and neighborhood circulation patterns—helping stakeholders “see” the operational impacts of proposed upgrades tied to a multi-disciplinary program that also included traffic control, landscaping, and wastewater considerations. By presenting understandable, true-to-life traffic conditions in an engaging environment, the simulation helped build clarity and public confidence for a project years in the making.
